Safety changes have already been made to Thorndon Quay by changing angle parking to parallel parking and improving safety for people travelling through the area. These parking changes were part of the consultation and approved by Wellington City Council traffic resolution on 24 June 2021.
Why is change needed?
We previously asked you what changes you would like to see on Thorndon Quay and Hutt Road.
We heard that you want:
- increased safety for everyone
- improved bus priority and reliability
- better walking and cycling facilities
- a more attractive street environment.
We also know Hutt Road provides the only access to the ferry terminal at Kaiwharawhara from the north.
And, with the growing numbers of people living and working in Wellington City and the northern suburbs, more people will soon be using Thorndon Quay and Hutt Road. This will create more pressure on transport.

What are the options?
We’ve considered a wide range of options to improve Thorndon Quay and Hutt Road to provide safe and reliable travel choices for everyone. These options have been tested against what you have told us you want, what is possible within the available space, the project objectives and other factors.
We have started to test the short-listed options and have a proposal for changes to Thorndon Quay and Hutt Road. The proposal includes changes that will improve safety, prioritise bus journeys and provide better facilities for cycling and walking. We also want to know what you would like to see included as we design a more attractive street environment.
What's next?
We will use your feedback to help us confirm the best option for construction. We will tell you how we have used your feedback and share the preferred option later this year.
In late 2021 Wellington City Council will convert angle parking to parallel parking on Thorndon Quay to address a key safety issue for people cycling. We will monitor how the changes are working and discuss any future parking changes (if required) with the people that live, work and visit Thorndon Quay to complete our final design.
In early 2022 you’ll have an opportunity to have your say on proposed bus lane hours, speed limit review and further parking changes.
During 2022 we plan to start construction and will let you know how and when this will affect you.
