Hutt Road changes

We're making changes to Hutt Road, to create safe and reliable transport choices for everyone.

The proposal for Hutt Road includes providing part-time bus lanes in both directions and bus priority at the Ngauranga/Jarden Mile intersection. We are proposing bus lanes in both directions because this will improve bus travel times and reliability during peak hours, making buses a more attractive travel option.

The shared path between the Ngauranga/Jarden Mile intersection and Caltex will be upgraded to a two-way cycle path and dedicated footpath. The new paths will connect with the existing paths on Hutt Road and the bike path will connect with the proposed new cycle path on Thorndon Quay. There will also be a future connection to Te Ara Tupua.

A significant safety risk for everyone, particularly for people walking and cycling, is vehicles turning right across traffic on Hutt Road, between Aotea Quay and Ngauranga, to get into or out of the businesses. To address this, we are proposing a raised central median to prevent right turns along this section of Hutt Road.

A proposed new roundabout on Aotea Quay (to replace the traffic lights at the KiwiRail container terminal entrance) would give drivers of large vehicles intending to travel north from a business on Hutt Road a safe place to turn. It would also reduce the amount of traffic on Hutt Road by providing alternative access to the Kaiwharawhara ferry terminal from State Highway 1.

What will change?

  • During the morning peak traffic hours, there will be a dedicated bus lane into the city. This means buses will have priority over other traffic, improving bus reliability, and reducing travel time. In the afternoon peak traffic hours, there will be a dedicated bus lane out of the city.
  • At all other times, buses will travel in the general traffic lane.
    Priority will be given to buses at the Ngauranga/Jarden Mile intersection to improve journey times.
  • Some bus stop locations will be adjusted to improve travel times for people on the bus while maintaining walking access between bus stops.
  • Pedestrian crossings will be improved to make it safer to get to and from bus stops.
    We are considering whether other vehicles, such as trucks or cars with three or more people, should be able to use the bus lanes.

  • The shared path from the Ngauranga/Jarden Mile intersection will be upgraded to a two-way cycle path and separate footpath. The bike path will connect with the existing two-way path on Hutt Road and the proposed new cycle path on Thorndon Quay. There will also be a future connection to Te Ara Tupua.
  • Safety improvements will be made to the existing cycle path.
  • Cycle crossings will be included at intersections and pedestrian crossings.
  • A raised central median between Aotea Quay and the Ngauranga/Jarden Mile intersection will prevent right turns across Hutt Road into or out of driveways and improve safety for people on bikes.
  • A proposed new roundabout on Aotea Quay would mean less traffic on Hutt Road, making it a safer and more pleasant place to ride.

  • The shared path from the Ngauranga/Jarden Mile intersection will be upgraded to a dedicated footpath and separate cycle path to connect with the existing walking and biking paths. There will also be a future connection to Te Ara Tupua.
  • Pedestrian crossing improvements will make it safer to cross the road.
  • A raised central median between Aotea Quay and the Ngauranga/Jarden Mile intersection will prevent right turns across Hutt Road into or out of driveways and improve safety for people using the footpath.
  • A proposed new roundabout on Aotea Quay would mean less traffic on Hutt Road, making it a safer and more pleasant route for people using the footpath.

  • One traffic lane will be maintained in each direction at all times.
  • We expect that lane widths will be at least as wide as they are now.
  • Improvements will be made to the intersections at Tinakori Road, Rangiora Avenue and Onslow Road.
  • A proposed new roundabout on Aotea Quay would provide alternative and more reliable access to the Kaiwharawhara ferry terminal from State Highway 1, particularly for large freight vehicles.
  • To improve safety for everyone using Hutt Road, a raised central median between Aotea Quay and the Ngauranga/Jarden Mile intersection means vehicles will not be able to turn right into or out of properties on Hutt Road. Accessing some properties may mean using a different route and increasing your journey time.
  • Turnaround locations for smaller vehicles will be considered during the design. Large vehicles will need to use the proposed new roundabout on Aotea Quay or the existing turn-around facility just north of the Ngauranga intersection. Read more about this proposed change
  • We are considering whether other vehicles, such as trucks or cars with three or more people, should be able to use the bus lane on Hutt Road.
  • There will be some parking spaces on the southbound side of the road that are available at all times.
  • Some parking spaces will be provided at Jarden Mile/Ngauranga interchange and be available at all times.
  • Other parking (100 to 130 spaces) will only be available when the bus lane into the city is not operating.
