Miramar to City Connection
As part of preparing our city for the future, we are considering improvements to the 5km Miramar to City Connection to make it easier and safer for people to walk, ride bikes, and use public transport.
This is an important route that connects the eastern suburbs and Wellington Airport to the city. It includes the Number 2 bus, which is Wellington’s most frequent bus route and carries the most people. We plan to improve public transport efficiency and reliability between the city and Miramar Town Centre, while also investing in improvements for pedestrians and people on bikes.
Mount Victoria
We have ideas to improve the intersection of Elizabeth Street and Brougham Street and make it safer for pedestrians. This could include putting the pedestrian crossing on a raised platform and extending the road kerbs.
We also have ideas to make it easier and safer for people walking across the Austin Street/Pirie Street intersection by raising the side street crossings for pedestrians.
We are considering how to improve the intersection of Pirie Street and Brougham Street. This is a confusing intersection for pedestrians, who have no obvious location to cross the street.
Hataitai
Taurima Street
Taurima Street is an important walking and cycling connection from Moxham Avenue to the Mount Victoria Tunnel and towards the city. We are thinking about:
- On-road cycle lanes and a better connection to the shared path heading into the tunnel, to improve safety for people on bikes. This may require removing parking on the inbound side of Taurima Street towards the Mount Victoria Tunnel.
- A raised pedestrian crossing platform over Taurima Street and Moxham Avenue in the Hataitai Village, to make it safer for pedestrians to cross the road.
- A left turn lane from Moxham Avenue into Taurima Street. This is to provide more space for buses to bypass cars waiting to travel through the Mount Victoria Tunnel, to make bus journeys more reliable.
Moxham Avenue, Kupe Street, and Hamilton Road

Down Moxham Avenue, Kupe Street, and Hamilton Road our ideas for improvements include:
- A cycle lane going along Moxham Avenue, Kupe Street, and Hamilton Road, between Taurima Street and State Highway 1 (heading towards Hataitai Village). If this idea progresses, it will mean the removal of car parking on the northbound side of Moxham Ave while retaining parking on the southbound side of Moxham Ave.
- Moxham Ave while retaining parking on the southbound side of Moxham Ave.
- A shared traffic lane going along Moxham Avenue, Kupe Street, and Hamilton Road, between Taurima Street and State Highway 1 (heading towards Kilbirnie).
- Placing the pedestrian crossing on a raised platform outside Kilbirnie School, to make it safer for pedestrians and schoolchildren crossing the road.
- Improving some of the side streets (Moxham Avenue/Kupe Street, Hamilton Road/Kupe Street, Goa Street and Tapiri Street) by reducing the width that people need to cross and improving the surface to make it easier for all pedestrians, including people in wheelchairs or with prams.
Kilbirnie
Kilbirnie Crescent
Idea 1:
Idea 1 includes cycle lanes on both sides of Kilbirnie Crescent to make it safer for people riding bikes.
- This may involve the removal of car parking on one side of the road. (We are considering the residential side of the road.)
- This idea may include an additional buffer between the traffic lane and the cycle lane, to provide more separation and safety for cyclists.
- This idea retains the flush median in the middle of the road to assist with turning into side streets.
Idea 2
Idea 2 includes an inbound bus lane (to the city) shared with cyclists from midway along Kilbirnie Crescent (near Vallance Street) to the intersection with State Highway 1. This is to help buses jump the queued traffic at the intersection and make the travel time for buses faster and more reliable. Ideas could also include an outbound (from city) cycle lane with space between the cycle lane and cars.
- This may involve the removal of car parking on one side of the road. (We are considering the residential side of the road.)
- This idea removes the flush median in the middle of the road for the duration of the bus lane.

Pedestrian and intersection ideas for improvements
Both ideas include introducing:
- Raised pedestrian crossing platforms, so it is safer for pedestrians.
- Narrowed entry to side streets, to make it easier for pedestrians to cross (Tully and Vallance Streets).
- Improvements to the State Highway 1 intersection, to allow better and safer crossing for pedestrians and people on bikes.
- Removal of slip lanes, to reduce crossing distances and improve safety. (Drivers can still turn left.)
Rongotai Road and Tory Street
We are thinking about ideas for:
- Pedestrian improvements on Rongotai Road at the Ross and Yule Street intersections, to make it easier and safer for pedestrians to cross.
- For improving the Troy Street/Kemp Street intersection for pedestrians by removing the left slip lane into Kemp Street, narrowing the width that people have to cross. (Drivers can still turn left into Kemp Street but not in a separate lane.)
- Pedestrian improvements, to help people cross Troy Street.
Miramar
Idea 1

Heading along Miramar Avenue towards the Miramar Town Centre, this idea will include separated cycleways on each side of the street. This means:
- Car parking will be retained on the New World side (south side) of the street.
- Bus stops will remain in their current location.
- The existing pedestrian crossings will be put on a raised platform and accommodate people on bikes (like the new crossings on Maupuia and Tauhinu roads).
- A new pedestrian crossing will be installed on the Miramar side of the Tauhinu Road roundabout.
- All side roads will be improved for pedestrians. This involves making sure kerb ramps are accessible, adding tactile pavers, and widening some footpaths to improve safety.
Idea 2

- Car parking will be retained on the New World side (south side) of the street.
