Documents produced prior to the 2017 public engagement can be found here.

The documents published below are workshop minutes and technical notes, some are still in ‘draft’ status.  The supporting documents were prepared for specific purposes at specific times in Lets Get Wellington Moving’s programme development. They represent many of the inputs the Lets Get Wellington Moving team considered as part of their work in developing the Recommended Programme of Investment (RPI) and the draft Programme Business Case (PBC).

The documents may have been commissioned for exploratory purposes only and may contradict findings in other Lets Get Wellington Moving documents. As such, they may or may not have been incorporated into the final RPI and the draft PBC.

Proposed improvements included in the Recommended Programme of Investment or listed in the Lets Get Wellington Moving Indicative Package will be subject to more-detailed investigation, design, consultation, funding, and consenting before they are progressed.

It should be noted the terms ‘mass transit’ and ‘rapid transit’ are interchangeable throughout. Light Rail Transit (LRT) is a form of mass/rapid transit.


Strategic Context and Urban Development

These reports analyse Wellington City’s urban development aspirations and develop guiding principles for the Lets Get Wellington Moving Vision and Strategic Case.

‘A Great Harbour City’ – Warren Mahoney

Purpose: ‘A Great Harbour City’ is a draft working report that provides a vision, overarching aspirations and principles used to inform the development of the programme business case. This is an early view of the city aspirations that underpin the RPI.

‘Land use change arising from the Let’s Get Wellington Moving programme’ – MRCagney

Purpose: This report analyses the potential impact of the Let’s Get Wellington Moving programme on the future distribution of population and employment in Greater Wellington. 


Mass Transit

These reports cover mass transit / public transport. The reports provide analysis of mass transit / public transport options to improve the existing network and expand the network to support growth strategies.

Rapid transit network options - Ian Wallis Associates Ltd

Final Version Status: Final draft – 11 April 2018

Purpose: This report identifies options for delivering an integrated public transport network that best leverages the benefits of rapid transit within the Lets Get Wellington Moving study area. The options look at how to maximise overall public transport ridership while reducing reliance on the private car.

Review of mass transit model assumptions for the Lets Get Wellington Moving – Ian Wallis Associates Ltd

Purpose: This note reviews the mass transit model assumptions for the RPI. This review is based on the following information provided by the Lets Get Wellington Moving modelling team:

Review of Wellington LRT Concept – Risks and Opportunities – WSP Opus

Final Version Status: Technical Note – 1 June 2018

Purpose: WSP Opus was commissioned by Lets Get Wellington Moving to review whether the needs of LRT have been appropriately considered and to identify whether there are any ‘show-stopper’ or ‘fatal flaw’ risks associated with the options for mass transit that are emerging in the recommended programme; also, to provide high-level advice on how to maximise the opportunity that could be realised through investing in LRT in the Wellington context.

Mass Transit Route Workshop Minutes - Lets Get Wellington Moving

Final Version Status: Mass Transit Workshop Minutes – 5 July 2018

Workshop to undertake a structured assessment of mass transit route options through the central city, to determine a preference for evaluation as part of the RPI. Once the Lets Get Wellington Moving next steps are endorsed by the three partners, work can begin on investigation, design, and evaluation of mass transit. Further investigation will be needed to test assumptions used in this workshop. The final mass transit route will depend on a number of variables, such as the mode of mass transit selected and how best to integrate mass transit with other programme elements.

Preferred mass transit route – response to further queries - Lets Get Wellington Moving

Final Version Status: Internal Lets Get Wellington Moving Governance Group Report – 5 July 2018

Purpose: This paper has been prepared to address a number of issues raised at the Lets Get Wellington Moving Governance Group meeting on 25 July 2018 in relation to the identified preferred mass transit route. It supplements the write-up of the mass transit route workshop held on 5 July to specifically address the further queries raised. Further investigation will be needed to test assumptions used in this workshop. The final mass transit route will depend on a number of variables, such as the mode of mass transit selected, and how best to integrate mass transit with other programme elements.

Wellington Light Rail - Public transport network integration concepts presentation - MRCagney

This work included a 12 slide presentation to address the question: What would be required to make LRT really work as the core of a connected rapid transit network for the City of Wellington? It is accompanied by the draft planning concept variations 2 and 2a for discussion purposes only.

Wellington Light Rail Transport Integration – Te Aro to Newtown – MRCagney

Final Version Status: Final Report 10 September 2018

Purpose: This multi-modal transport and street design study for the light rail (LRT) line between Te Aro and Newtown centred on transport integration of the proposed LRT alignment and bus routes. The analysis considers how the LRT alignment could be coordinated with other transit modes to deliver an integrated transport solution.

Estimation of annual service delivery operating costs for light rail and bus network - MRCagney

Final Version Status: Technical Note – 11 October 2018

This technical note documents the methods, inputs and assumptions used to estimate the service-delivery operating costs of a proposed integrated LRT-bus network for Wellington.


Early Interventions

These reports outline a set of initial projects that are low cost and could be delivered early in the RPI programme. Possible early interventions will require more-detailed investigation, design, and consultation, and will need to be considered alongside the sequencing of the full programme before they are progressed. The proposed early delivery programme, announced as part of the next steps for Lets Get Wellington Moving, is a more focused set of interventions derived from this long list.

Resilience of the recommended programme – WSP Opus

Purpose: Resilience of the RPI based on engineering, LRT versus tyre-based systems, waterfront route for mass transit, all major new assets in the RPI; and other types of interventions that could be progressed to address resilience risks based on the document.


Response to Technology Changes

These reports provide insight into technology innovations to improve transportation in Wellington.

Transport Technology Opportunities for the Wellington Region – WSP opus

Final Version Status: Final Drafts – 25 August 2017 (Stage 1,2&3) and 17 August 2018 (Stage 3 updated)

These reports are: Stage 1: Review relevant local and national technology related strategy and policy documents; Stage 2: An in-depth review of relevant ‘inspirational case study’ examples of cities. Stage 3: Identification of practical, short, medium and long-term technology focused actions. The Stage 3 report was updated in 2018 (to revise possible technology actions for consideration and inclusion in the programme business case.

Ngauranga to Airport Independent Advisor Finalisation of Review – Arup

Arup New Zealand Ltd (Arup) were commissioned by Lets Get Wellington Moving as Independent Advisors in April 2016 to review the development of the N2A Aimsun model that was developed by the consultant team of BECA and GHD.

Let’s Get Wellington Moving Additional Transport Benefits - MRCagney

Purpose: This report evaluates several additional categories of transport user benefits and economic benefits arising from the Let’s Get Wellington Moving programme, which is also known as the Ngauranga to Airport project. The benefits evaluated in this report have not previously been assessed for the Lets Get Wellington Moving programme, and hence were considered in addition to previous estimates of transport user benefits.

Let’s Get Wellington Moving RPI and Indicative Package Modelling Report - Lets Get Wellington Moving

Purpose: This report summarises the modelling work that has been undertaken to inform the RPI in the programme  business case (PBC) and the assessment of the Indicative Package. The modelling approach outlined in this report is tailored towards a PBC and is high level, the purpose being to inform the range within which outcomes might sit and be a tool that can be used to support decisions. More detailed design and assessment are undertaken at subsequent Indicative Business Case and Detailed Business Case stages of a project.

Ngauranga to Airport (N2A) Lets Get Wellington Moving Programme Business Case Peer Review of Economics - EY

Final Version Status: Final Report 13 September 2018

Purpose: On 30 August 2018, EY was asked to prepare a peer review of the Let’s Get Wellington Moving Economic Report (Appendix K of the Programme Business case) and associated modelling. The scope of the Peer Review is the review of the economic model for any errors or omissions in line with the Agency’s Economic Evaluation Manual (EEM), assess the assumptions and constraints applied.

High Level Peer Review of Cost Estimate for Let’s Get Wellington Moving – Beca

Final Version Status: 21 September 2018

Purpose: Beca was commissioned to provide professional quantity surveying services to Let’s Get Wellington Moving in the form of a high-level peer review of the Aecom Feasibility stage cost estimate dated 28/08/2018. The report summarises the findings of this review.

Purpose: This report summarises the early considerations to guide the optimal and ongoing process of staging and sequencing of the Lets Get Wellington Moving programme.  This report has been developed to inform and support the release of the RPI or other programme options.
